Make a Payment
If you need to pay fees, fines or invoices to CARB, the official payment portal offers multiple payment methods including credit card, wire transfer, check, money order or EFT. Use this link whenever you receive a CARB invoice or penalty notice to ensure timely payment.
Register & Report
CARB requires certain businesses to register equipment and file periodic reports. Below are the most common tools our clients use:
- DOORS – Database for Off‑Road Reporting & Status: Register and report off‑road equipment inventories such as construction or agricultural machinery. Learn more.
- PERP – Portable Equipment Registration Program: Register portable engines or equipment units (generators, compressors, pumps) that move from site to site. Learn more.
- TRUCRS – Truck Regulation Upload, Compliance and Reporting System: Upload data and manage compliance for heavy‑duty trucks. Owners of on‑road diesel trucks use TRUCRS to meet requirements for fleet rules. Learn more.
File a Report or Complaint
Certain situations require public or fleet reporting:
- The TruckStop: Central hub for reporting information, including Advanced Clean Fleets and other truck & bus regulations.
- Air Pollution Complaints: Report smoke, excessive emissions or other violations. Anyone can submit a complaint through the CARB portal.
- Prescribed Fires: Agencies, land owners and contractors conducting controlled burns can use CARB’s smoke management reporting system.
Visit our resources above to find links to these reporting systems.
Stay Connected & Participate
Stay ahead of regulatory changes and contribute to policy discussions:
- Training Courses: CARB offers webinars and in‑person trainings on compliance topics. We recommend subscribing to their updates to catch upcoming sessions.
- Submit Comments: Provide feedback on proposed regulations or ask questions during rulemaking processes.
- Calendar & Events: View upcoming meetings, public hearings and workshops. Consider requesting a CARB speaker for your own event to educate staff.

Heavy‑duty truck owners must update their fleet information annually or when significant changes occur (e.g. adding or retiring vehicles). - How can I dispute a citation?
