CARB Clean Truck Check: What You Need to Know for 2013-2018 Diesel Vehicles

The Clean Truck Check Is Fully Enforced

Far from being phased out, the Clean Truck Check program is in full swing. As of October 1, 2024, new emissions testing requirements are in effect for heavy-duty diesel vehicles with a Gross Vehicle Weight Rating (GVWR) over 14,000 pounds operating on California roads, regardless of where they’re registered. For 2013 and newer model year diesel engines, this means biannual emissions compliance testing using a CARB-certified On-Board Diagnostics (OBD) testing device.

Starting January 1, 2025, non-compliance could lead to serious consequences, including:

  • DMV registration holds, preventing vehicle registration.

  • Fines of up to $10,000 per vehicle per day.

What About 2013-2018 Diesel Vehicles?

If you own a diesel truck from the 2013-2018 model years, the Clean Truck Check requirements apply to you. These vehicles must undergo OBD-based emissions testing twice a year. This program replaces the older Periodic Smoke Inspection Program (PSIP), so you no longer need smoke opacity tests for these model years—just the OBD test.

Looking ahead, the requirements will get stricter. Starting in October 2027, testing frequency for 2013 and newer vehicles will increase to four times per year. This signals CARB’s commitment to tightening emissions standards, not relaxing them.

Are There Any Exemptions?

There’s a limited exemption for vehicles with engines certified to the ultra-low NOx standard (0.010 g/bhp-hr), which are exempt from testing until January 1, 2027. However, as of June 1, 2024, no manufacturer has certified an engine to this standard, so this exemption doesn’t currently apply to most 2013-2018 diesel vehicles. Zero-emission vehicles are also exempt, but that’s unlikely to apply to your diesel fleet.

Why the Confusion?

Rumors about the Clean Truck Check “going away” might stem from the transition from PSIP to the new HD I/M program or misunderstandings about specific exemptions.
