Harvest Season Clean Truck Check: Ag Can Stay Annual. Haul Trucks Cannot

Labor Day week is when two clocks hit at once: harvest on the ranch, and plates at DMV.
DMV only sees that CARB has not cleared you. They will not walk you through the website. You do not have to figure out cleantruckcheck.arb.ca.gov on a phone in the yard. We come to the ranch or the haul yard, get you signed up, test, and submit.

The harvest mix-up
"We're ag" is not a magic skip.
CARB Clean Truck Check / Heavy-Duty I/M applies to nearly all diesel and alternative-fuel vehicles over 14,000 lb GVWR that run California public roads - including out-of-state plates that operate here.
Two different facts get smashed together at the gate:
- Agricultural vehicles that meet CARB's definition stay on an annual test schedule. Annual is not exempt. CARB: Agricultural Vehicles and California Motor Homes.
- Haul trucks, packing-house road units, and anything that does not meet that definition stay on the twice-a-year (semi-annual) clock like everybody else.
Same almond ranch. Same grape haul out of Lodi / Stockton. Same citrus belt through Tulare County. The orchard pickup that qualifies as ag is not the same as the highway truck that takes the crop to town.
Check this VIN in CTC-VIS. Do not guess from a blog.
Testing notes from mixed yards
The oddity is the mixed calendar.
- Newer OBD units (typically 2013+ diesel engines in field language) get the plug-in scan.
- Older iron - a lot of Central Valley harvest and haul - still needs OVI / J1667 opacity plus visual.
- One visit can be both tests. That is normal. See OBD vs OVI for fleets.
California math that sounds like a cartoon because it is the law:
- A 2024 OBD truck is heading to four tests a year starting October 2027.
- A 2011 Detroit on the opacity path stays twice a year.
- Qualifying ag (and qualifying non-commercial CA motorhomes) stay annual. They do not jump to quarterly OBD in 2027.
Do not tell a random farm they are exempt. Definition first. Then the portal.

School season is when they actually learn this
Kids go back. Trucks move. Plates come due.
Owners usually meet Clean Truck Check at registration, not in a classroom. DMV can hold CA registration using the VIN reported in CTC-VIS (SB 210). A paper in the cab is not what DMV checks. The portal result is.
When your plates come due, DMV looks at a CARB website most people never heard of. You don't have to figure it out on a computer. We come to the yard, get you signed up, test, and submit so registration can go through.
Central Valley and NorCal pins
- Woodland / Yolo - farm and haul mix we already cover.
- Merced County - ag landscape plus highway trucks.
- Stockton / San Joaquin - packing, pallets, grape and almond haul onto 99 / I-5.
- Porterville and Tulare County - southern Valley when a fleet says meet us here.
- Sacramento - mail and registered home, not a walk-in shop. We drive to yards.
- Highway 99 / I-5 spine for harvest week so the trucks never take a station detour.
We do not park in Porterville every week. We will when the trucks are there. Home base first, fleet-asked pins second.
